Does Amon’s red spot on his forehead have something to do with chi?

Because you know, that’s the spot he puts his thumb, and one of the spots that Aang touches when blocking Ozai’s bending.

And also Combustion man’s laser thing was on his forehead, and the monks’ arrows going along their chi paths. I was just pondering the idea that Amon’s red dot had the same significance.
